It's not dedicated to anyone. It's part of a national park - The Jefferson National Expansion Memorial (to commemorate St. Louis's status as the Gateway to the West during the big western expansion years in the 1800s).
The Park is named for Thomas Jefferson, who oversaw the Louisiana Purchase.

Uh, the only impact it had on me was helping me find my way back towards the expressway we needed to take to get home. What impact does the St. Louis Arch have on today?
The impact today is that tourists love to visit the Arch when they get to St. Louis. This gets them into the city so that they can explore all the other things that we have to offer.
It was a big deal when it was being built and all the locals loved to go by to see the progress. Everyone bet that the final piece wouldnt fit but of course it did. In the past there have been people who tried to climb it, have parachuted onto it and have flown planes under it. On Fourth of July lying on the ground under it, listening to live music and watching fireworks in the sky above it is awesome.
Every time we come home from a driving vacation to the east its like a beacon welcoming us home. Its sort of security knowing that its always there.
It's not dedicated to anyone. It symbolizes St. Louis being the gateway to the west, which it was at one time. When people moved west they often had to go through St. Louis to do it, and it was one of the first major settlements across the Mississippi River I think.
The Arch is beautiful and you always know you're getting close to St. Louis when you see it. It really defines the skyline. I always know that a skyline is of St. Louis when I see the arch.
The arch is kind of like St. Louis. It sways a little, but it does not buckle (although St. Louis has swayed a lot). Sometimes when you're in the arch you can feel it sway a little bit in the wind.
The Arch is a symbol of the city as the gateway to the west. I grew up in St. Louis, and I still smile and get excited every time I see it.
years ago there was a guy who climbed up with suction cups and parachuted off of it. i think he got caught and arrested.
