Help with Maroon 5 Concert tickets?

Ok. They are having a concert July 3rd at Fair St. Louis. It says that the concert is free but if you buy the meet and greet package then you have to buy tickets. Can someone answer these questions:

-If you can still buy the meet and greet even if the concerts free

-What time should me and my group show up and get seats for the concert? It's directly under the St. Louis arch.

It's FREE!?!? what the hell! i just paid 250 a piece for 2nd row in Virginia beach! but get there a good hour or two early to get up front.
