Can a person bungie jumping off the st.louis arch?

tell me why?Can a person bungie jumping off the st.louis arch?
No, daredevil activities such as bungee jumping, parachuting onto the Arch, or flying an airplane under it are not permitted. I can think of at least four good reasons:



1) The physical safety of the Arch. It was not designed as a daredevil prop, and could be irreparably damaged, possibly in ways that would make it unsafe for its intended use.



2) The safety of the daredevil. I know some people will say, “Well, if I want to risk myself, whose business is it besides my own?” However, government does have a legitimate role in public safety, especially on public property. It falls in the same category as rules against swimming near a hydroelectric plant, or hiking on an unstable cliffside trail. No daredevil really thinks they are going to be killed, but it happens. I remember an (unauthorized) attempt to parachute onto the Arch, in which the parachutist intended to land on top, but came down ten yards or so to one side, where the angle is too steep to stand. He slid/fell all the way down one leg of the arch to his death.



3) The safety of spectators and other bystanders. If something went wrong, especially with an unannounced stunt, bystanders could be hurt or killed.



4) The symbolic dignity of the monument. Yes, that’s right, the Arch is a MONUMENT to the settlement of the western half of the U.S. Incidents like the parachutist’s death make people think of tragedy rather than triumph when they see the Arch. Even successful daredevil attempts would cheapen the Arch by making it a just a prop in juvenile entertainment.



For these reasons, I highly doubt that bungee jumping would ever be permitted.Can a person bungie jumping off the st.louis arch?
Not legally. That isn't what it was built for.
